I have a client who emailed me a design as a JPEG file and I am having trouble making it look high quality. I have converted it to Vector art but the quality of the image looks bad. Is there something I can do within Corel or design lab to get the image ready for screen printing?

Corel does have a trace function to vectorize images. If the image is small or low resolution the trace will poor as well and a lot of clean up may be required. At that point there are companies out there like www.vectormagic.com that can help to get clean vectorization on low quality images.
